my 8 yr. old Boston Terrier has "herniated" eyes. That is the best description I can think of. The pink under eyeball skin is protruding and almost covering her eyes. Is there a name for this condition and ,if so, what procedure can remedy it?

You are likely referring to a common condition called "cherry eye" or prolapsed nictitans. The nictitans is a third eyelid that dogs and cats have.  It protects the eye and also has  tear producing glands within it.  Please refer the this excellent link for detailed information on this topic.http://www.veterinarypartner.com/Content.plx?P=A&A=567
